African Youth Optimistic About USAID Cuts: A Push for Self-Determination

Youth Embracing Self-Reliance

According to a recent survey, one in four young Africans sees the U.S. aid cuts as a potential positive force. The African Youth Survey, commissioned by the Ichikowitz Family Foundation, interviewed nearly 5,000 young people aged 18 to 24 across 16 of Africa's 54 recognized countries. The findings suggest that many believe the loss of foreign funds will compel their leaders to confront internal problems and reduce long-standing dependence, paving the way for a more autonomous future.

The survey was conducted in early 2026, and the results were published on July 30, 2026 by The Guardian.

Optimism by Country

Optimism is highest in Ghana (41%), Nigeria (40%), and Liberia (37%). An additional 11% of respondents were uncertain about the impact, reflecting a thoughtful and hopeful outlook across the continent.

Concerns Over Health and Aid

Despite the optimism, 46% of young Africans believe the closure of the U.S. Agency for International Development (USAID) will harm their countries, especially in healthcare and disease prevention. The highest anxiety is in Mozambique (76%), followed by Kenya (63%) and Rwanda (63%).

Context: The Aid Cuts

In early 2025, the Trump administration eliminated over 90% of USAID's foreign contracts, cutting $60 billion in global assistance. Historically, U.S. foreign aid played a crucial role in fighting poverty, hunger, and inequality. Other nations have also reduced aid budgets: the United Kingdom plans to cut its aid to 0.3% of Gross National Income by 2027, well below the UN target of 0.7%.

Demographic Power and New Leadership

Africa has the world's youngest population: 70% of sub-Saharan Africa is under 30, with a median age of 19.5 years. By 2030, the continent will host over 40% of the world's youth, an unprecedented driving force. Degan Ali, executive director of Adeso, noted that while the cuts were made irresponsibly, many young people felt aid was humiliating and believe they can stand on their own.

This shift is exemplified by the rising popularity of Ibrahim Traoré, the military leader of Burkina Faso, who presents himself as a pan-Africanist guiding his nation away from Western imperialism. Young Africans see him as a role model, demanding that local leaders take responsibility and leverage the continent's own resources.
