The discussion over access to public services for foreigners gained new momentum after the 2026 World Cup final on July 19, 2026, where Argentina lost to Spain. In the wake of a coordinated anti-Argentina campaign on social media, the ruling party revived initiatives to prioritize local taxpayers and manage state resources more efficiently.
On July 21, 2026, Agustín Romo, a deputy from the La Libertad Avanza party, along with 18 other legislators from his bloc and Alejandro Rabinovich (PRO party), presented a bill in the Buenos Aires provincial legislature. The proposal would charge foreigners without permanent residency for care in public hospitals and for undergraduate studies at provincial universities.
The collected funds would be allocated to improving hospital and university capacity, allowing the purchase of medicines and supplies without creating new bureaucracy.
The provincial bill follows a similar initiative introduced in March 2026 by Pilar Ramírez, a legislator in the autonomous City of Buenos Aires (CABA), which establishes a cost-recovery mechanism for scheduled care in CABA hospitals.
According to reports from TN and Clarín, the Casa Rosada (presidential palace) is evaluating similar measures at the national level. Presidential advisor Santiago Caputo has reportedly shown interest, and speculation suggests a national deputy may soon present a federal bill.
The Undersecretary of University Policies, Alejandro Álvarez, reminded that Decree of Necessity and Urgency (DNU) 366/2025, in effect since May 28, 2025, already authorizes national universities to charge foreign students without permanent residency. However, no university has yet implemented this measure.
The debate is part of a broader reorganization of state priorities, aiming to manage provincial resources responsibly. The initiative will open a new legislative chapter, always with a focus on maintaining humanitarian assistance in critical situations and moving toward more efficient public management.
