A Historic Reform for Argentina's Future

On July 31, 2026, the project to reform the Organic Charter of the Central Bank of Argentina (BCRA) entered Congress, marking a milestone in national economic policy. Announced by President Javier Milei on July 30, this legislative package seeks to consolidate the country's long-term financial stability.

Key Points of the Fiscal Shackle and BCRA Reform

  • Single Mission: Preserve the value of the currency.
  • Prohibition: Financing to the National Treasury, provinces, and municipalities.
  • Institutional Shield: Removal of authorities will require a two-thirds majority in both chambers of Congress.
  • Fiscal Shackle: Automatic shutdown in case of deficit, suspending salaries of officials but protecting essential areas like health and education.

Historic Visit and New Investments

President Milei received Lee Jae-myung, President of South Korea, in the first bilateral visit by a South Korean leader in 22 years. A memorandum was signed for cooperation in lithium, artificial intelligence, and energy.

Minister Luis Caputo celebrated the approval of two new projects under the RIGI (Large Investment Incentive Regime):

  • Fertilizer plant by Pampa Energía: US$ 2.7 billion and 3,500 jobs.
  • Expansion of Compañía MEGA: US$ 360 million, 800 jobs, and exports of US$ 190 million annually.

The IMF, AFA, and Political Context

IMF Managing Director Kristalina Georgieva reflected on her visit to Argentina, drawing a parallel between the perseverance of Lionel Messi and the path of economic transformation. She highlighted that the Argentine economy is much stronger than in 2023.

In the sports and institutional arena, the Marketing Director of the Argentine Football Association (AFA), Leandro Petersen, resigned. He was mentioned as a possible secret witness in the United States, though he clarified his departure was planned for personal reasons.
