The Law of Territorial Planning (the "Leader Law") comprises 327 articles that overhaul land management in Spain's Community of Madrid. Its central mechanism introduces "positive silence"- an automatic approval when authorities do not respond within a set period- and will cut administrative timelines by two-thirds, from twelve to four years.
