On Wednesday, June 17, 2026, at 9:30 AM, the National Flag Monument (Monumento Nacional a la Bandera) in Rosario will fully reopen after more than a decade of unfinished works. The reopening ceremony will be led by Mayor Pablo Javkin and Governor Maximiliano Pullaro, marking the start of official activities culminating on Saturday with the central Flag Day ceremony.

The project was financed entirely by the Government of Santa Fe, which assumed a debt of $1.456 billion pesos with the contractor and allocated another $2.600 billion pesos to complete pending tasks, totaling an investment of $4.056 billion pesos (approximately USD 3.7 million at current rates). According to provincial spokesperson Virginia Coudannes, "No national government finished the works. Governor Pullaro made the decision to take on that responsibility."

Context: The National Flag Monument is a massive structure located in Rosario, the birthplace of the Argentine flag. It houses the crypt of General Manuel Belgrano, the flag's creator. Flag Day is celebrated on June 20th, the anniversary of Belgrano's death.

President Milei in Rosario: Unprecedented Security Operation

On Saturday, June 20, at 10:00 AM, President Javier Milei will lead the official Flag Day ceremony at the Monument. The security operation is a special device: Milei will arrive by plane at the Rosario Islas Malvinas International Airport, be transferred by helicopter to the Prefectura Naval Argentina Bajo Paraná heliport, and from there travel 800 meters in a land security capsule to the Monument.

About 40 national officials will arrive on separate flights and be transported in vans with patrol car escorts. The operation includes two security rings and perimeter fencing on Santa Fe, Rioja, Córdoba, and Buenos Aires streets. 400 chairs will be set up for guests around the main mast.

The Exclusion of Villarruel and Internal Tension

Amidst the organization, it emerged that Vice President Victoria Villarruel was excluded from the official guest list by decision of the Casa Rosada (the seat of the Argentine government). When asked about her possible presence, organizers received precise instructions: "Refer to National Protocol." This exclusion reiterates the tension experienced during the Te Deum on May 25th.

In 2024, Villarruel attended the Rosario ceremony on her own while Milei commemorated in Buenos Aires, creating institutional awkwardness. Sources close to the vice president responded: "Let's see if she shows up; if she wishes to go to Rosario, she will go."

25,000 Children from Across the Country

Between Wednesday and Saturday, approximately 25,000 fourth-grade students from about 100 schools in provinces such as Santiago del Estero, Buenos Aires, San Luis, Chaco, La Pampa, Santa Cruz, and Santa Fe will participate in the pledge of fidelity to the flag in the Civic Patio. It is probable that President Milei himself will participate in this ceremony.

Rosario's Secretary of Culture and Education, Federico Valentini, highlighted the city's recovery process: "Some time ago it was difficult to imagine a city living through events of this magnitude. Today Rosario is once again the stage for massive gatherings."
