Milei Gives a 'Master Class' to Lawmakers to Push Central Bank Reform

A Master Class on Monetary Policy at the Casa Rosada

On July 13, 2026, President Javier Milei led a meeting of over two hours with deputies and senators from La Libertad Avanza (LLA) in the Malvinas Heroes' Hall of the Casa Rosada (the seat of the Argentine executive branch). The objective: to detail the guidelines for the upcoming reform of the Charter of the Central Bank of the Argentine Republic (BCRA).

According to lawmakers present upon leaving the meeting, the President felt comfortable assuming his teaching role and, using a whiteboard, gave a highly didactic 'master class' to explain the initiative he is designing alongside the head of the institution, Santiago Bausili, and the ministers Luis Caputo (Economy) and Federico Sturzenegger (Deregulation and Transformation of the State).

The Pillars of the BCRA Reform

1. A Single Objective

The project aims to eliminate the five current objectives of the Charter in force since 2012 (promoted during the Kirchner era by Mercedes Marcó del Pont) to replace them with a single one: preserving the value of the currency.

2. Prohibition of Financing the Treasury

It would seek to totally and absolutely prohibit monetary issuance to finance the fiscal deficit, ending the Central Bank's assistance to the National Treasury.

3. 'Shutdown' System

The incorporation of a government 'shutdown' mechanism is being evaluated, which would force the Executive Branch to restrict its operations when the funds provided in the Budget approved by Congress are exhausted.

4. Criminal Sanctions

The reform contemplates implementing a system of criminal sanctions for officials who violate the autonomy of the agency or enable the issuance of money to finance public spending.

A Climate of Economic Optimism and World Cup Euphoria

The meeting takes place in a context of optimism for the Government, which is celebrating favorable economic indicators: inflation in Buenos Aires (CABA) for June was 1.8%, the country risk is around 400 basis points, and the IMF projects growth of 3.5%. Additionally, the BCRA launched a shield of measures with a firepower of 20 billion dollars to maintain exchange rate stability.

However, the meeting's climate did not escape the national euphoria over football. Upon entering the Casa Rosada, lawmakers referenced the 2026 World Cup semifinal that the Argentine National Team will play against England on July 15, 2026, at 4:00 PM in Atlanta.

'Can you imagine beating England without using your hand? Beating them fair and square would be fantastic. What a beautiful message!' stated Deputy Lilia Lemoine upon arrival.

Senator Vilma Bedia from Jujuy even attended the meeting with the Executive wearing the National Team's jersey. Meanwhile, the Secretary General of the Presidency, Karina Milei, thanked those present before closing the event, while the Senate bloc chief, Patricia Bullrich, was the first to leave without making statements.

Although the officialist blocs have not yet accessed the final text of the project nor defined the legislative roadmap for its treatment, the government is moving forward with a firm step on its reform agenda for the second half of the year. #WorldCup2026
