In a move that could reshape the industrial landscape of central Argentina, the governor of Córdoba, Martín Llaryora, announced an ambitious Unified Industrial Promotion Law on September 2, 2026, during the province's Industry Day celebrations. The announcement took place at the headquarters of the Unión Industrial de Córdoba (UIC), with the presence of the Minister of Production, Fernando Sibilla, and key figures from the manufacturing sector.
The centerpiece of the proposal is the expansion of the Zero Gross Income (Ingresos Brutos Cero) benefit for small and medium-sized enterprises (SMEs), raising the annual billing threshold from $3.2 billion to $4.5 billion. This means more companies will be able to enjoy a total exemption from this tax, which is often considered one of the heaviest burdens on businesses in Argentina.
Requirements and Scope of the Benefit
To qualify for this regime, SMEs must make an investment in fixed assets equivalent to 1.2% of their taxable Gross Income base from the previous fiscal year. The application process will be automatic and streamlined, eliminating bureaucratic hurdles that have historically made it difficult for businesses to access such benefits.
Minister Sibilla explained that industries adhering to the regime will pay “zero gross income” in the province, and will also be exempt from the Stamp Tax and the Real Estate Tax.
General Regime for Companies Exceeding the Cap
Companies that exceed the $4.5 billion billing threshold can opt into the General Regime, which offers:
- 100% exemption from Gross Income, Stamp Tax, and Real Estate Tax for 10 years.
- A subsidy equivalent to one Minimum Living and Mobile Wage for each new employee for one year.
Strategic Projects: Enhanced Benefits
For strategic projects located in industrial parks or in the northwest and southern regions of the province, the benefits are extended:
- Tax exemption for 15 years.
- Up to two years of salary subsidies.
These areas have historically lagged in industrial development, so the law aims to balance opportunities across the entire province.
Objectives of the Law
The initiative has several key goals:
- Promote investments in the industrial sector.
- Encourage technological modernization (Industry 4.0).
- Generate formal private employment.
- Reduce bureaucracy and simplify procedures.
In a complex national economic context, the province seeks to offset difficulties with its own productive development policies. “Córdoba will grow with industry, never without industry, and certainly not against industry,” Llaryora emphasized during his speech.
