Migration Crisis in Ceuta: Spain Deploys Army and Accelerates Repatriations

The autonomous city faced a historic influx, but swift international cooperation and government action point to a humanitarian solution.


An Unprecedented Avalanche

On July 31, 2026, the Spanish enclave of Ceuta in North Africa experienced one of the largest migration crises in its history. According to authorities, more than 60,000 people swam from Morocco, equivalent to 70% of the local population of 83,600. Fortunately, rapid action by the Spanish government and cooperation with Morocco led to over 25,000 migrants voluntarily returning the same Friday, at a rate of 150 people per minute.

Tragedy and Security Response

The attempt to cross the El Tarajal border breakwater has so far resulted in 43 fatalities by drowning, a deeply lamentable number. In response, Spain deployed the army and reinforced the Civil Guard with divers, coast guards, and 3,000 fully available military units. Prime Minister Pedro Sánchez visited the area and denounced a violation and attack on Spain's territorial integrity.

International Reaction and Preventing a Domino Effect

The crisis raised alarms across Europe, but the response was swift and coordinated. European Commission President Ursula von der Leyen called the images unacceptable and urged dismantling trafficking networks. EU Commissioner for Home Affairs and Migration Magnus Brunner reassured that no migrants have moved from Ceuta to other member states, confirming Schengen controls remain in place.

French Interior Minister Laurent Nuñez reinforced controls at the border with Spain as a precaution. Even U.S. President Donald Trump commented on Fox News, calling the situation terrible and using it as an example of what should not happen in his country.

Looking Ahead with Hope

Cooperation between Spain and Morocco has been key to managing returns. Morocco's ambassador to Spain, Karima Benyaich, expressed hope that the situation will normalize soon, reiterating both countries' priority for legal, orderly, and safe migration. Ceuta and Melilla represent the only land borders of the European Union with Africa, and this crisis underscores the vital need to continue working together for humane and orderly migration management.
