The ranking comes from a peer review conducted by the French magazine L'Express, which surveyed 60 intelligence professionals from 25 countries to evaluate their counterparts in allied Western nations. The results, reported by The Guardian, place MI6 at the top with 251 points, ahead of France's Direction Générale de la Sécurité Extérieure (DGSE) with 169 points, followed by the Netherlands, Ukraine, and Germany. Slovakia ranked last.

MI6 was lauded for its expertise in recruiting high-level informants and penetrating the ruling elites of key geopolitical rivals, including Russia, China, Iran, and Turkey. Notably, the UK was the first to warn Ukraine about the likelihood of the Russian invasion that began in February 2022, solidifying its reputation as a steadfast ally of Kyiv.

Why MI6 Stands Out: Long-Term Strategy and Human Intelligence

Ralph Goff, former CIA chief of operations for Europe and Eurasia, told L'Express that the British are at the forefront on the Ukrainian issue. Robert Gorelick, a former CIA station chief, stated that the UK has, by far, the strongest secret services in Europe. A former director of French intelligence highlighted the British ability to play the long game, investing in sources with a 10-year horizon, similar to Russian methods, and added that they have a taste for cunning.

In a historic milestone, Blaise Metreweli became the first woman to lead MI6 in 2025, succeeding Sir Richard Moore. Her leadership is seen as a continuation of the agency's modernisation and strategic focus.

France's DGSE: A Close Second with Global Reach

The DGSE, often portrayed in the acclaimed French series The Bureau, is recognized as one of the world's best in counterterrorism and clandestine operations. A Polish intelligence executive noted that it is the only service in continental Europe with a near-global reach, combining technical collection, human intelligence, and operational action capabilities.

In a 2017 book, former French President François Hollande admitted to ordering at least 40 assassination operations against high-value targets in the Middle East and Africa, underscoring the DGSE's aggressive operational posture.
