An internal corruption scandal shakes Spanish public television. Two unionists are in the eye of the storm after nearly 75% of the questions from an official exam were leaked, transforming a meritocratic process into a distribution of answers.

The justice system in Madrid is scrutinizing a sophisticated fraud scheme in the RTVE civil service exams. The case, which has outraged various sectors, reveals how access to privileged information was used to manipulate the hiring of personnel at the entity.

The investigation, led by the Investigating Court No. 48 of Madrid, uncovered the existence of a file named 'Lobo'. This document, created on Julián Pérez's computer, contained the exam answers and was subsequently transferred to César Moreno.

Key data: Of the 120 questions that made up the test, 89 were leaked, leaving the exam completely compromised.

According to the case file, Moreno not only sent the file to an interim candidate but also acted as a "strategist," giving precise instructions on how many answers she should get right to avoid raising suspicions and ordering her to delete all traces of their communications.

The severity of the act has generated a disparity in sentencing requests, with some unions demanding exemplary punishments, considering that a criminal organization existed.

Defendant Prosecutor's Request State Attorney Unions (CCOO, CGT, USO)
César Moreno 3 years 2 years 6 years
Julián Pérez 2 years 2 years 4 years

In addition to the prison sentences, the State Attorney, representing RTVE, is claiming significant economic reparation:

66,791.93 euros to cover the operational costs of repeating the annulled test.
  • Joint civil liability among the accused.
