Brazilian President Luiz Inácio Lula da Silva delivered a striking intervention at the G7 summit on June 16, 2026, in Évian-les-Bains, France, sharply criticizing the resurgence of protectionism and unilateralism as misguided responses to global challenges.

Who is Lula? Luiz Inácio Lula da Silva, widely known simply as "Lula," is a leftist politician who served as Brazil's president from 2003-2010 and returned to power in 2023. In a speech that, according to the official transcript published by Brazil's Presidency, took aim at policies associated with the Trump administration, Lula declared: "Protectionism and unilateralism resurface now as false responses to the complexity of our problems."

Growing Inequality Between North and South

The Brazilian leader denounced that the gap between prosperity in developed economies and the reality of billions living in the Global South (a term referring to developing nations primarily in Latin America, Africa, and Asia) has widened in recent years, partly due to policies favoring wealth concentration.

According to Lula, neoliberalism—an economic philosophy emphasizing free markets, deregulation, and reduced government spending—contributed to deepening economic inequalities and political crises affecting democracies worldwide.

Insufficient Climate Financing

The progressive leader also warned about inadequate resources for sustainable development and climate change mitigation. To accelerate implementation of the Paris Agreement, Lula proposed increasing climate financing to at least $1.3 trillion annually.

Key Data Point: International development aid fell by 23% last year, Lula reported, while organizations like the World Food Programme (WFP), World Health Organization (WHO), and UNICEF face significant budget cuts.
