Neuquén Mayors Back USD 20 Billion LNG Mega-Project

24/06/2026 15:58 - Economia

A Historic Opportunity for Patagonia

The Neuquén Legislature is set to debate a crucial bill this Wednesday, June 24, 2026, that could change the energy landscape of Argentina. The bill seeks to ratify an agreement between the provincial government and YPF (the state-owned energy company) for the development of Liquefied Natural Gas (LNG). This initiative has garnered the support of over 30 mayors and development commissions across the province, who view this project as a historic opportunity for economic growth.

The project outlines a massive investment of over USD 20 billion, aiming to create 5,000 direct jobs and guaranteeing 30 years of fiscal stability for the province. For a region largely dependent on hydrocarbons, these numbers represent a transformative economic shift.

Key Economic Benefits

  • Mobile Royalties: Ranging from 7.5% to 12%
  • Annual Bonus: USD 5.8 million
  • Employment: 5,000 direct jobs
  • Fiscal Stability: Guaranteed for 30 years

Geographic Scope

  • Meseta Buena Esperanza I and II
  • Aguada Villanueva Norte
  • Las Tacanas I and II
  • Liquefaction Plant: Atlantic coast of Río Negro

What is LNG and Why Does it Matter?

For our readers unfamiliar with the energy sector, Liquefied Natural Gas (LNG) is natural gas that has been cooled down to approximately -162°C. This process reduces its volume by about 600 times, making it much easier and safer to store and transport to distant markets that cannot be reached by pipelines. Argentina possesses one of the world's largest unconventional gas reserves, known as Vaca Muerta, located in the Neuquén Basin. Developing LNG capabilities allows Argentina to export energy globally, positioning the country as a significant player in the international market.

Political Support and Social Conflict

The project has sparked intense debate. While oil workers' unions have voiced their support, citing the potential for job creation and economic prosperity, state workers' unions (ATE, ATEN, ADUNC, SEJUN) have called for a 24-hour strike and mobilization this Wednesday to protest the initiative.

Deputy Andrés Blanco (PTS-Left Front) has raised concerns regarding specific clauses, particularly the reduction of royalties and the inclusion of an international arbitration clause, arguing these measures could undermine provincial interests.

Vaca Muerta: The Engine of Growth

Neuquén has already seen significant economic benefits from the Vaca Muerta formation. According to official data, the province increased its exports by 103.5% between January and May 2026, jumping from USD 1.695 billion to USD 3.450 billion. Vaca Muerta is responsible for 98% of this growth. The province's share in national energy exports rose to 54.7%, with energy export projections for 2026 estimated at USD 11 billion.

Looking Ahead

The Neuquén Legislature faces the task of analyzing the bill thoroughly, balancing the promised economic benefits with the concerns raised by social sectors. The outcome of this debate could define the energy future of the region for decades.
