Argentine Government Pushes Mega-Deregulatory Package to Boost Economy

A New Offensive to Modernize the Argentine Economy

The project was prepared by the Ministry of Deregulation and Transformation of the State, led by Federico Sturzenegger.

During the weekend of the 2026 World Cup Final, a draft bill of over 144 pages began circulating in Argentina. This document proposes one of the broadest regulatory reforms since President Javier Milei took office in late 2023. With the declared goal of eliminating unnecessary restrictions, promoting competition, and adapting the legal framework to new technologies, the initiative opens a horizon of opportunities for various productive and commercial sectors. According to Ámbito, this is a significant step towards economic liberalization.

Real Estate & Professions

  • Real Estate Brokerage: The requirement of having a university degree would be eliminated. Brokers would only need to be of legal age and have a high school diploma. Setting minimum or maximum fees would be prohibited.
  • Professional Registrations: The mandatory registration in professional associations for brokers would end, enabling digital platforms to operate freely.
  • Translators: The State would only be able to demand official translations in exceptional cases.

Health & Pharmacies

  • Over-the-counter Sales: Over-the-counter medications could be sold in local kiosks or supermarkets, not just pharmacies.
  • Digitization: Sale of prescription medications through digital channels with home delivery would be authorized.
  • Business Hours: Regulations on operating hours would be eliminated, providing greater flexibility to businesses.

Agriculture, Livestock & Culture

  • Beef: Mandatory contributions to the Argentine Beef Promotion Institute (IPCVA) would be eliminated starting October 1, 2027, sustained instead by voluntary contributions.
  • Wine: Dissolution of the Argentine Viticulture Corporation (COVIAR) and simplification of controls.
  • Rural Leases: Repeal of historical laws to be governed by the free autonomy of the parties involved.
  • Culture: Elimination of the single book price policy and mandatory national dubbing for audiovisual content.

Maritime Transport, Customs & Finance

  • Maritime Cabotage: Opening of domestic maritime transport to foreign vessels, with gradual incorporation of national crew and reduction of tariffs.
  • Customs: Simplification of procedures and modernization of the Customs Code.
  • Capital Markets: Use of blockchain technology, smart contracts, and digitization of warrants.
  • Liquefied Petroleum Gas (GLP): Disappearance of economic regulations on prices and margins, leaving them to supply and demand.
