The province aims to guarantee salary adjustments for the second half of 2026 for all state employees, even those whose unions did not accept the official offer.
In Argentina, salary negotiations between the government and public sector unions are known as paritarias. In Santa Fe province, the second-semester 2026 paritaria ended with a divided outcome. Unions such as UPCN (public administration), ATE (state workers), and Amra (health) accepted the government's proposal. UPCN members voted in favor on July 23, 2026, with 69% approval.
However, the teachers' unions (Amsafé, Sadop, UDA) and professionals (Siprus) rejected the offer. Amsafé reported 99.86% of votes against among its members, while Sadop Rosario recorded 87% rejection.
Government spokesperson Virginia Coudanes detailed that the proposal includes an average increase of approximately 15% for the second half of 2026, through monthly staggered increments:

For teachers, the government estimates that a grade-school teacher with no seniority and 25 hours per week would earn $1,517,481 ARS in December 2026. This represents a 14.62% increase compared to June 2026 and an annual rise of 49.01% versus December 2025. The unions dispute this calculation, arguing the effective increase is lower.
Despite the decree implementation, teachers from Amsafé and Sadop have called for a noise and banner protest on Thursday, July 30, 2026. In Rosario, gatherings will take place at 12:30 PM at Córdoba and Oroño, and at 6:30 PM at San Martín and Avenida del Rosario, among other points. Additionally, they will join a 24-hour strike called by the national teachers' confederation CTERA for Monday, August 3, 2026.
In other news, Coudanes celebrated that international rating agency Moody's upgraded Santa Fe's credit rating from B3 to B2, highlighting the province's responsible economic management. She also reminded that the Special Payment Plan to regularize tax debts in up to 36 installments with 0% interest is in its last week. As of last week, 22,481 taxpayers had joined. The deadline is July 31, 2026, though an extension is being considered.
Finally, the spokesperson mentioned the Región Centro summit held on July 28, 2026 in San Francisco, Córdoba, with governors Maximiliano Pullaro (Santa Fe), Martín Llaryora (Córdoba), and Rogelio Frigerio (Entre Ríos). The leaders again demanded the elimination of export taxes (retenciones) on agricultural products and agreed to create a joint emergency committee to address the El Niño climate phenomenon, which often brings heavy rains and flooding to the region.
