The Political Offensive: Negotiations to Eliminate PASO Primaries

The administration of Javier Milei is firmly advancing its legislative agenda. On Monday, July 13, 2026, the Chief of Staff of Ministers, Diego Santilli, met at the Casa Rosada (the seat of the Argentine government) with the governor of San Luis province, Claudio Poggi. According to local media reports, the meeting's central objective was to gather support for two key official initiatives: the elimination of the PASO and the reform of the Central Bank's charter.

The PASO (Primarias Abiertas Simultáneas y Obligatorias) are an electoral system implemented in Argentina in 2009, where all political parties must compete in a public primary to define their final candidates. The ruling party reportedly seeks to suspend or eliminate them ahead of the 2027 elections to facilitate its electoral strategy, which could complicate the opposition's organization.

This strategy is said to be driven by the Secretary General of the Presidency, Karina Milei, in response to internal polls showing the economy and wages as the public's main concerns. While the government aims to consolidate an advantage for a potential re-election, the real 7.4% year-on-year drop in tax revenue collection in June, according to an IARAF (Argentine Institute of Fiscal Analysis) report, poses challenges in negotiations with governors who need more resources.

Central Bank Reform: The Economic Legacy

At 15:00 hours on Monday, President Javier Milei summoned deputies and senators from his coalition, La Libertad Avanza, to detail the project to reform the Charter of the BCRA (Banco Central de la República Argentina). This technical initiative seeks to profoundly modify the functioning of Argentina's Central Bank.

The core of the reform aims to prohibit and penalize unsupported monetary issuance to finance the fiscal deficit. Additionally, it seeks to replace the current multiple objectives with a single one: preserving the value of the currency. The government presents this measure as fundamental to sustaining the anti-inflationary plan and consolidating economic stability, bringing hope for a more predictable financial future.

Investments and Economic Measures

The national government announced a series of economic and investment measures. An advance of up to $400,000 million ARS was formalized for the province of Córdoba through the federal tax revenue sharing system (coparticipación), to be accounted against future resources that must be returned before the end of the year.

Furthermore, an investment of $1,546 million ARS was reported for five new imaging devices called C-Arms for the operating rooms of the Hospital Garrahan (Argentina's largest pediatric hospital), replacing technology that was over 15 years old. The government also extended the energy emergency until December 31, 2027 to guarantee the provision of public services.

Other Events of the Day

In an institutional event, the National University of Rosario (UNR) issued formal apologies for an unauthorized projection that was offensive to the Argentine Jewish community.

On social media, President Milei posted a message on Instagram joking about the legal situation of former Vice President Cristina Kirchner, referring to her sentence with house arrest.
