Entre Ríos is a province located in the Mesopotamia region of Argentina, with its capital in Paraná. Like several other Argentine provinces, it has its own provincial pension fund (known as the "Caja de Jubilaciones"), which operates somewhat independently from the national social security system. This Wednesday, the provincial Senate will hold a session to discuss Bill No. 15.711, titled "Restoration of Balance and Strengthening of the Pension System." The proposal is driven by the provincial Executive Branch, led by Governor Rogelio Frigerio, aiming to reform the current provincial retirement regime.
The bill declares a pension emergency for two years, which can be extended for another two. Among the most notable points of the text, which has two majority committee reports, are:
The legislative session coincides with a strike and a new mobilization called by the Multi-sector Coalition in Defense of the Pension Fund. The teachers' union AGMER (Association of Teachers of Entre Ríos) is maintaining a camp in front of the Government House, in Plaza Mansilla (a central square in Paraná), and has called on workers to gather starting at 8:30 AM.
AGMER's Secretary General, Abel Antivero, described the official initiative as "part of a plan to impoverish workers." He also warned that the restart of classes in the province is at risk due to the lack of salary responses and the advancement of this reform.
During the committee debate, legislators from the "Más para Entre Ríos" block modified articles 81 and 82, referring to the teaching and special education regimes, to avoid violating national and international norms after receiving input from the unions.
In the 9th Ordinary Session on July 8, 2026, the Senate had entered the report and approved its preferential treatment for this day. In that session, presided over by Vice-Governor Alicia Aluani, the repeal of Law 4.506 was also approved. This law had granted special or gratuitous pensions to former governors and vice-governors, eliminating this benefit for the future.
