After a challenging first semester, the national Government is redefining its parliamentary strategy for the second half of the year. According to the media outlet LA NACION on July 20, 2026, the ruling party's priority will focus on three fundamental fronts: the political-electoral reform, the submission of the 2027 Budget, and a set of economic initiatives that President Javier Milei seeks to consolidate before the re-election race.
The Chief of Cabinet, Diego Santilli, stated in a dialogue with the media MDZol that the electoral reform 'will be approved this quarter,' projecting progress in Congress for the month of September 2026. The initiative aims to eliminate the Open, Simultaneous, and Compulsory Primaries (known in Argentina as PASO) for the next presidential election.
In case the necessary votes for definitive elimination are not achieved, the Government is evaluating a temporary suspension, repeating the formula applied in 2025. As a novelty, the possible return of the colectoras system is taking shape. This is an Argentine electoral tool that would allow allied provincial governors to maintain their local lists while adding votes to the presidential candidacy of La Libertad Avanza (LLA).
This scheme, driven by the Secretary General Karina Milei, seeks to expand territorial support. However, media outlets like BAE Negocios pointed out on July 19, 2026 that there is certain distrust from some provincial leaders, such as the governor of Catamarca, Raúl Jalil. While they support the suspension of the PASO, they show reservations about committing their presidential support so far in advance.
Parallel to the political reform, the ruling party is preparing a set of economic measures that have not yet formally entered Congress. The expansion of the fiscal innocence regime stands out. This is a new money laundering program (known locally as 'blanqueo') that the Minister of Economy, Luis Caputo, could announce on Wednesday, July 22, 2026, during a press conference. The initiative aims to expand the universe of adherents to increase the entry of US dollars into the formal financial system.
In August 2026, the submission of the reform to the Organic Charter of the Central Bank of Argentina (BCRA) is projected, which would prohibit unbacked monetary issuance, and the 'shutdown' law, designed to limit the execution of public spending when budget allocations are exhausted. These projects seek to provide financial stability ahead of the electoral cycle.
The agenda also includes projects with half-sanction in the Chamber of Deputies awaiting treatment in the Senate, such as the so-called Súper RIGI (Large Investment Incentive Regime). This would offer tax benefits for 30 years to investments exceeding US$1 billion in new industries. Additionally, the Minister of Deregulation, Federico Sturzenegger, is promoting reforms such as a new General Companies Law that incorporates automated figures linked to blockchain and artificial intelligence, and a package on private property. All these topics are part of a broad debate that will be reactivated after the winter recess.
