Credit Revolution: Virtual Guarantees and Securitization to Boost Mortgages

A New Horizon for Financing in Argentina

As reported by the local newspaper Ámbito on July 22, 2026, the Executive Branch sent the Argentine Congress a 144-page omnibus bill to deregulate various activities. In its Title VIII, the package introduces profound and modernizing changes that could revolutionize the credit market in Argentina, a country with historically tight credit conditions.

Securitization: What is it and how does it help?

Securitization is a financial mechanism that allows grouping different credits (for example, mortgages) and selling them as securities to investors in the capital market. The bill empowers banks and financial entities (fintechs) to package credit portfolios almost immediately. This allows them to fund themselves again and boost the mortgage market, providing greater liquidity to Financial Trusts (Fideicomisos Financieros), a key investment vehicle in Argentina.

Smart Contracts and Virtual Guarantees

The bill enables smart contracts, eliminating paperwork and in-person procedures, a common hurdle in Argentine bureaucracy. Additionally, it will allow diversifying collateral: now virtual assets, software licenses, and cash flows can be used as pledges. This is a key step for companies in the Knowledge Economy, who will be able to use their intangible assets to obtain financing.

Floating Pledges and the New Federal Registry

One of the great novelties is the improvement in the regime of floating pledges (prendas flotantes). This will allow SMEs (Small and Medium Enterprises) and industries to pledge dynamic assets and cash flows (such as future sales) as collateral to finance working capital.

To organize and provide security to the system, a Single Federal Registry of Guarantees would be created, centralized and interconnected. This will allow electronic registration and immediate notifications, preventing the duplication of pledges and generating greater certainty in the market. Along with the flexibility in the execution of guarantees, it is projected that interest rate spreads will decrease, reducing risk for investors.
